I have recently moved to a new build development and applied for an in year transfer for a Yr 3 in September. As its a new development the postcode for the property does not work.

My next door neighbour who has a child the same year group has applied for the same school which is directly behind us in a straight line.

How does the council know who is closer given the postcode and road name does not work which they are aware off. My neighbour is currently 1 on the waiting list and I'm number 2.

They don’t use postcodes or road names. They use a mapping system that will calculate the distance between a set point on the school and your property, either as the crow flies or by safe walking distance (or rarely some other way of measuring). What they use will be specified in the admission arrangements for the school, which is probably available online. If they are using catchment areas instead of purely distance, that will also be in the admission policy.
