What to say on school transfer request form?

My eldest son is about to enter p3. I have been very unhappy with his school for a long time, so unhappy that I have put his brother in a different school. My eldest is failing educationally (had ed. psych assessment) and I am very unhappy with how the school are dealing with this. I have spoken to another parent who had the same experience, and has basically said what I have come to recognise, that this school is good for kids who are fine academically, but not for those who aren't. I want to put in a transfer request to the school my youngest is about to start. I know someone whose son was also failing at this school and the school have handled it completely differently and much better.
My question is, on the transfer form do I just say I want both kids in the same school, or do I go into all the reasons why I am unhappy with his current school? I don't want to get into a big spat about this with the LA trying to argue that I resolve things with the school.

Are there spaces at the other school? If so then just put both at same school. If there aren’t spaces then will the reason make a difference? Are you in Scotland?

No not in Scotland. I don't know if there are spaces, hoping one comes up.

Surely you can only transfer if there are spaces; and if there are spaces you don't need a reason for requesting the place?

You need to know if there’s space.

If they aren’t meeting his needs, which you’ll need to outline those needs.

Stick to what he needs not how you feel be factual!!

You can request a transfer to get on the waiting list if a place comes up.
You need to do a new request each term.

See, I am wondering whether it is best just to say, ' I want them both at the same school' (reasonable and objective)

But if I say' but also because...' that gets into a whole load of subjective stuff that can be argued about. Obviously the original school won't agree with what I say, and the LA are quite open on the form that they expect you to try to resolve issues with the school.

If you have tried to resolve them then you say we’ve attempted/requested X YZ and ABC happened

When the request is out in the head teachers talk. They won’t make secrets about anything. It’s part of the process.

No need to be rude.

If you are in England you don't need to give reasons at all. If the school you want has a place available it must be offered to you.
