Delaying starting secondary school in Scotland

I currently live overseas. DD age 10 is severely dyslexic and reads 3-4 years below her chronological age. She also has maths learning difficulties and is working (with support) at a level 2 years below her class (she is in Year 5) in this subject. I suspect she also has inattentive ADHD and will hopefully be assessed within the year. I intend to return to live in Scotland at the end of next school year.
She will not be educationally ready for secondary school (and I doubt emotionally ready either). She also has some health issues (including diagnosed epileptic but seizure free currently) as well as speech, growth and mild hearing difficulties. I would like her to have a year of primary in Scotland (where she would be in the same year as children she knows) which would essentially mean having her kept back a year as she enters Scottish education. Her current school have said they would support this with any necessary reports detailing her difficulties.
Can anyone advise me on the steps to take to try to arrange this eg do you apply direct to the school or to the education authority etc?

If she is in Y5 now and you are planning to come back after the next school year, she would have another year at a Scottish primary anyway Confused (ie P7)

We have 7 years at primary and 6 years at secondary - unlike England, which has 6 years at primary and 7 at secondary (or 5 at secondary and 2 at 6th form college). (reception is an "extra", non compulsory year which doesn't exist in the same way in Scotland).

As a matter of interest, when is her birthday? The Scottish cut-off dates are different - and there is a degree of flexibility.

I know there are 7 years in primary in scotland (i am a scottish trained secondary teacher) but she will be 11 at the time and due to start secondary. friends who returned a few years ago had the same issue. There child was going from reception to y1 under the english system but was put into p2 in scotland. it took them over 18 months to catch up (same for their oldest child ). So i need to know what to do to apply to have her held back.
Any idea where i can find the cut off dates?

There have been a couple of threads on this on Mumsnet previously when I searched. Ideally you want reliable sources, the first of these is part of Scottish Government and the second receives Scottish Government funding so can be considered reliable.

Enquire is gov funded to give advice for children with additional support needs, which would definitely include your daughter. If you can't info specific to your situation they are still taking e-mail enquiries through COVID-19 (some helplines have had to reduce their service).
