Yearly big homework: what are parents expected?

DS (Y5) was just given a research project that he needs to complete in minimum 6 pages including the cover report in 3 weeks of time.

I know they are expecting parents to help with the homework, but I find helping my son exremely stressful as my son is not very good at writing...far from it. He reads quite well, but writing never comes natural to him.

Last time we did this (when my son was Y4), I ended up doing more than 80% of the whole stuff..organizing the contents, finding relevant info on the net...editing the text so that it doesn't look like copy&pasted. The teacher seemed to like it we got "excellect" mark but I told her I had to be involved very heavily.

Please can anyone explain why on earth is it OK the school can expect parents to be able to properly supervise and monitor such very demanding tasks without spoiling the child's chance to learn????
