Why only 50% student eligible in KS1 comparative report?

DC is in year 2 and got her KS1 report today. In it there is a piece of paper called comparative report. It says the table shows a summary of the national curriculum assessment results of pupils in the school (2018) and nationally (2017) at the end of KS1, as a percentage of those eligible for assessment. The number of eligible student is 30.

The table is broken down to boys, girls, all, in areas of reading, writing, etc, scoring using BLE, PKF, WTS, etc.

DC is in a 2 form entry school and it is oversubscribed so 60 in year 2. So why are there only 30 eligible for assessment? Or am I reading it wrong and they do it only for one class?

It makes no sense to me why half the students results aren’t reported Hmm

Sounds like a mistake to me - a proforma is sent out to edit by the Dfe. Think someone forgot to change that bit.
