Ds has a developmental delay and has standardised scores of Maths 69 and literacy 75.

Can anyone advise what I can do at home for Maths and English recovery?

Are school not offering any support? I think you need to speak with the school and work with them to help support at home whilst they ensure that he is supported at an appropriate level in school. They are not allowed to refuse to support his needs just because the numbers don't quite fit their categories. It would be worth posting on the Special Needs Children section on mumsnet here as many parents there with experience of navigating the system to get help. IPSEA or SOS:SEN are both worth contacting too for some support and advice.

He hasone to one supoet from a atA but is still way behind the rest of the class. Is brought out for 1:1 sessions, has an IEP etc

In NI so P4 but I kept him back a year so should be P5.

What sort of resources are you thinking? and what kind of Maths/English skills does he needs to work on?

He would probably benefit from a visual way to learn his number bonds. Possibly a graphic he can count in tens thanks to lightening McQueen.

English is not as bad as maths but he struggles to know why and where you would put a Capital letter or full stop. Thanks.

He was tested recently his working age in Maths is 5 yrs 6 months. I can't remember what Maths is.

Numicon is very good for a visual aid. Can also be placed on top of each other so children make connections that two 5s are the same as 10 etc. There is lots you can do with it.

Maybe have a look at Sound Foundation programmes for reading and spelling. They involve lots of overlearning (repetition) which would probably be beneficial for your DS.
