Reception school report- what does this mean?

There's lots of sections with a statement like X "has met the expected level" and then a little comment.

However, for relationships it just said X had not met the expected level. What does this mean? He has a small group of friends and a best friend who he's close to. He can be a bit of a handful but for behaviour and managing emotions it said X has met the expected level.

What is he behind on then?

Perhaps with turn taking, co-operative play, sharing etc? He probably just still plays along side other kids more than actually plays with them and will develop that more in the next year

It means he isn't meeting something in the blurb below. Maybe he doesn't take other peoples ideas into consideration or is it that he doesn't engage much with children other than say one?

and form positive relationships with adults and other children.

Ah thank you, that makes sense now! He probably doesn't take others feelings into consideration and probably a bit too me me me!
