What's an "independent reader"?

My eldest's report (Y1) describes her as an "independent reader". Does this have a particular meaning, such as "free reader",in primary education speak, or does it just mean she can read silently to herself?

In short, does it mean we are finished with the reading scheme next year or not (crosses fingers!)?

As a parent I would take it to mean that she can take a book of the correct level, and read and understand it by herself (either out loud or silently), without requiring and adult support.

My DD (year 5) is a competent reader, with good comprehension, but left to her own devices will skip stuff and therefore not pick up details. I'm therefore not sure how 'independent' she is.
