Head lice - quick question for teachers

Would like to know how primary school teachers know or suspect that a child has nits/lice? I have 3 kids and can only tell if they have the eggs by closely inspecting i a strong light and then trying to pull away the suspect egg (in case it's something else - eggs stick to the hair whereas dandruff comes away). I have never seen adult lice moving or otherwise in the hair. I have seen lice in the nit comb however during a lice treatment. So how do teachers spot them? thanks.

Our local council has a policy of not sending out letters anymore because parents tended to treat despite their child having no nits causing resistance to pesticides.
It gives me the rage that they cannot even put out a general remember to check your kids hair for head lice letter though. We have had 3 lots since before Easter. Spent the holidays getting all three clear of them then the weekend of the first week back checked heads and ds1 had a crawly and its first hatching. Got him clear just got rid of another lot last week. All three are clear.. For now but there are definitely parents not treating or not texting properly and not checking. I've been in the playground reminding everyone to check for nits. My poor back can't take much more hunching over the nitty gritty this year.

Yes heels just one louse obviously doesn't mean that it's been infected for months but when you see an adult louse infestation, it certainly does.
