What colour / level would you expect a year one child to be on at this point in the school year .

What are your concerns OP? Reading ability will vary greatly as it clicks for different children at different times. Comprehension is also important and sometimes children may not be moved up until the teacher is happy that they can understand and answer questions at a particular level.
