Level 6 given by teacher

My son was given a level 6 assessment for writing I think. I don't understand this assessment by teacher and then another mark from a neutral examiner I suppose. What does it mean?

There isn't a writing test, (with a neutral examiner) Writing is assessed over the whole year by the teacher =teacher assessed

We use teacher assessment of last piece of writing which is then moderated in cluster. Whilst one of our high achievers had a high level 5 with some elements of level 6 on teacher assessment, the moderators considered that there were sufficient features to merit a level 6 overall.
I wonder therefore whether the 'neutral examiner' was a local cluster moderator.

We don't level from a single piece of writing we use a range of work including that done in history/georgraphy/science etc which are internally and externally moderated.

Our school does the same, mrz. I'm happy to believe that DD2's L6 assessed by the school is the real deal, they are hard markers to begin with.
