I applied for two children for reception intake 2014, one biological child and the other one we have parental guidanship order for,which qualified him for looked after child space, my biological son was given a school that was not my choice and my other son was given School B which was my second choice , I want both boys to be in thesame sch B, as they are like siblings and having my son of thesame age with my adopted son has really helped the boy settle I don't think separating them now will be beneficial to him also the logistics of getting 3 children to school. I have another son in school A in Y4, but did not get spaces because it's a faith school. What angle should my appeal take?

Hmm...it may have changed, prh47bridge. The 2011 Admissions policy clearly states "If the last pupil to be offered a place within the school’s published admission number (PAN) is a multiple birth or same cohort sibling, any further same cohort sibling will be admitted, if the parents so wish, even though this may raise the intake number above the school’s PAN."

Interestingly (and worryingly) this is not repeated that I can find in the 2012/13 and 2013/14 admissions policies but each individual school that I've found continues to state that same cohort siblings will be admitted.

That leads me to think that these schools have done a cut and paste then just changed the dates, not seeing the omission?

So there is either a problem with Hampshire's admissions policy or about 15 schools (on google's first page) who have this listed as an exception.

I see what you're saying, prh - it would be interesting if there was an appeal based on the fact that the school admission policy explicitly stated the same cohort sibling rule, which was contrary to the LA policy.

Tiggytape, I think you've made the distinction nicely, but Hampshire aren't doing that.

This document discusses funding for Infant Class Sizes in Hampshire and clearly states that if the cause of a breach of ICS is the admission of a same cohort sibling, then the cost of the teacher will be provided by the LA from a contingency budget.

So it was a policy decision rather than a claim to an exception as per the regulations.

My DD's school's Admission policy for 2015/16 still says same cohort siblings will be admitted over PAN.
