LAs have always been able to allow children to be placed out of age cohort. But they do not have to do it, and it's rare.

All that has changed is tHe wording; there cannot be a blanket ban.

It's not going to make it any easier in practice.

This has been happening in Scotland for decades. I deferred my son's school entry, he was going to be the youngest in the class, so I kept him back a year- he is now amongst the oldest instead.

It isn't new but the key part is "The guidelines make it clear that parents have the right to request their summer-born children start reception classes at five instead." it doesn't mean that request will be granted
