Can someone explain to me how offers are made from the waiting list

Hi, we just missed out on a reception place at our catchment area community school (which is down our street), on distance criteria. I imagine we must be pretty high on the waiting list because we have been notified of the furthest distance that an offer was made. We have been offered our third choice school, which I have accepted but would prefer the one down our street.
On the LEA website it says
"There will be further rounds of offers to those who submitted applications after the original closing date of 15 January 2014 for round number 1. The closing dates for these are shown in the table below:
Round number 2. closing date 16th May. offer date 20th May"
Does this mean that these are just offers for late applicants? Or it is likely that waiting list offers could be made if people have declined offers? The website says nothing about how waiting list offers are made (via the website? or does someone call you?) only that you are automatically placed onto waiting lists of higher preference schools that you didn't get an offer from.
Bit stressed about all this as our landlord has just told us he wants to sell the property we live in so very worried about what will happen in terms of waiting lists etc! (I suppose if we are forced to move further from the preferred school we will end up further down waiting list).

If people decline offers the place will be offered to whoever is at the head of the waiting list. So if they have a number of offers declined by 16th May I would expect them to make offers to the waiting list on 20th May. They are unlikely to call you. You will either receive an email or a letter (possibly both).

If you move the LA will have to use your new address to determine your position on the waiting list so yes, you may move down the list.

thanks, prh. It's a PAN of 60, but very popular, so I am worried that there won't be any declines!
If there are WL spaces it would be better for us to get an offer, if we have any chance of one, sooner rather than later in case the landlord gives us notice to vacate and we end up further away. But all out of my control and too much pondering for a Saturday night Wine.
