How far 'behind' do you have to be with spelling / writing to trigger help?

Hi
thinking of moving to English education system.
have child age 9.7 who has been assessed as 7.6 for spelling / writing but no help to be given despite fact reg scores 1/10 for spelling tests with inevitable damage to self esteem and teasing from other kids.

before I make a drastic move can I ask - what is 'average' for help offered in such situations, please?

ps can give eg of writing if helpful. did start another thread asking re 'levels' and had some kind replies but now realise that it is apparently not okay to ask re levels???

because spell cheque nows that the correctly spelt word your child wrote isn't actually the word they wanted Shock

ask the senior ed officer if they will put that guarentee in writing so that if your child isn't so fortunate you can hold him/her personally responsible in your court action!

I am trying to get SEO to put in writing that they consider ds has no SEN so that it is at least clear. They are ducking and diving and avoiding meetings and generally being very evasive. I can go via Tribunal but that has no powers to enforce anything and he may fall just below the radar anyway.

I just hope that somewhere else will be different?

I did speak to a school today that arranges all their (small body of) pupils phonically, by ability not age. I don't know if that is a good thing but they did say if we went there they would be looking for 'any gaps and trying to address them' which is more than is happening in current school....
