I lived in Birmingham.I currently rent a property until the end of December. Now I am in the process of buying a new house. It will be completed in the middle of January.I applied reception year using my new address.Yesterday I got an email said the letter willl be sent to my new address to confirm my application.I am wondering when this letter will be sent out by city council? Because I check website it said the parents may have another chance to change their address due to moving house etc before 15 January 2014. So if I missed this confirmation letter, what I can do?

The 15th Jan date is the cutoff date for on time applications. Many LAs allow a few weeks after this date for people in your circumstances of moving house, but Birmingham does not. What they say is "All requests to change preferences should be made in writing to School Admissions and Pupil Placements Team Manager, Birmingham Local Authority." and they say that moving house would be considered an exceptional case to make changes to either preferences or address.
From you post you would appear to have told Birmingham what your new address is and for them to have accepted it and use it for correspondence. They will confirm in writing the application has been received and accepted and that would normally go out very shortly after the email.
That may cause some minor issues - can you check with whoever you are buying off that they have received the letter. However the key letter confirming the school allocated should not be an issue as it does not come out till much later than the 15th January, in fact for 2014-15 admissions it is the 16th April 2014.
