Threatened punishment for leaving taps on - letting 6 year olds sit in urinated clothing??

DS told me that today someone in his class had left the tap on after they had washed their hands. A teacher came to inform his class teacher of this but they didn't know who it was. His class teacher has said that if this happens again, the whole class will not be permitted to use the toilets and will have to wet themselves. She added that they would have to sit in their wet clothes until the following break, when they would be told to get changed into spare clothes which are kept in the first aid room, they would have to sit in this room until the end of break!

Am I over-reacting in thinking:

A) This is humiliating.
B) It is unfair to punish the whole class for 1 child's actions.
C) They are 6 and this is actually quite cruel.
D) This is completely unacceptable and a disproportionate punishment.

My DS told me this rather sheepishly and in a worried tone as he is quite an anxious child anyway. I asked him to tell me exactly what she said 3 times and he didn't change any of the details, which makes me think he has reported this quite accurately.

Am I right to be concerned by this or is it normal practice? I went to a strict private school in the 80's and the punishments were pretty harsh but even they would not have left us to sit in our own urine!
