What's the difference between 'Read with Kipper, Biff, Chip' level 3 and 'ORT' level 3?

I'm not talking about sounding out. I worry more about children who don't look at the words closely (as I mentioned somewhere - the child who reads split as spilt or bush for brush) at what they are reading. The child who doesn't use punctuation, the child who rushes through the text.
