They are the junior years at primary school, years 3/4/5/6.

because schools had historically been divided into "infants" (KS1) and "juniors" (KS2)

The proposed new curriculum will be split into KS1, LKS2 (Y3/4) and UKS2 (Y5/6)

We already have LKS2 and UKS2 in my school, probably because we have a yr3/4 class and a yr5/6 class!

I think lots of schools already divide that way informally (we always have done) but it will become official with the new NC.
