KS2 English - What level is this writing piece?

I recieved dd's report on Friday (y4) but her teacher had not included levels for any of her subjects, so I don't know where she is exactly. She had written this story yesterday and later typed it up in word. I can see that some areas are very simplistic but I was wondering if anyone could identify overall what level she is working at.

The new sister

Hi I?m simon the brainy one in the family. I?ve got a scholarship to Julliard, the best music school in history. I have two other brothers Lucas and George. If you compare Lucas and Georges? writing you will see a difference. I?m thirteen , George is ten and Lucus is four. Oh and my sister slim Sarah is fourteen. You know in the Riley family everyone has a weird name. Smart Simon, greedy George, lazy Lucas, slim Sarah, handy Helen ( mum) and yelling Ying (dad). As you see mum?s having a new baby that was the surprise. I did all my chores for nine months and this was my surprise?? Do you get what I mean? Mum said ?it?s wonderful?. I?m half American from my mother but I also have Chinese blood coursing through my veins from my father Ying.
We?re having another sister, mum and dad chose the name crying Charlie.

After a few months later Charlie was born.

Sarah had braces.

Everyday Charlie kept on stealing my instruments and every time I took them back she started crying. Mum thought she was cute and every time she said ?cute? she pulled her cheeks.
On Saturday the sleek sun shined on.We went to the zoo as a treat. It was amazing.After we came out of the exit mother came with an empty trolley. ?oh no? .
?what a burden where is Charlie? ? Dad yelled.

Everyone searched but no sight of Charlie. Mother asked different people of different cultures but no one had an answer.
Mother cried in disappointment.

?Mama? whispered Charlie and she popped out of Helens bag.She had climbed in mums bag. She had everyone worried.

The next day I was with Charlie all day teaching her the alphabet and playing games with her.
?what is wrong with you simon?? Mom shrieked. The whole house was filled with toys and large boxes which would scare you and pop any moment. I was in soooooooooo much trouble. ?but I didn?t do it?.
?no more buts? she replied .
?Mama Si ..o..mo..n was h..elp..ing me ..a..l.. t..eme... he ded.. no ..t.doo.ths...?Charlie exclaimed
?What she was ment to say was that Mum Simon was helping me every time he did not do this?
Simon said mum was shocked it was charlie?s first sentence . Yay Charlie got me out of trouble, but I know who did this my friends: Ben and Ron. It was April fools day.

Maybe having another sister isn?t so bad at all. Why don?t you try to spend sometime with your sister who is three. She?s not bad actually I love Charlie.

Three years later
Father Ying stopped being so strict. Sarah gained some weight. George finally realised he would always get a fair share because he had made a deal with mum. Only one thing changed about Lucas was that he had longer naps. Charlie became more intelligent and I passed my music test with the orchestra and well nothing changed about mum. We all had to change our nicknames then I realised everyone else has a talent hidden right inside them but you might not know it. Can I tell you something I read that sentence in a therapy book. ?Ha-ha I laughed?.

Did her report not say she was working at, above or below expected level?

That's a better guide to what her level is.

Her report was all in a grid format with sentences like "Ability to write clearly" on the side with options of excellent and good being ticked,with no mention of comparison with peers. Confidence in ideas was marked as needing extra support which is not unexpected as she is very shy. There are no other comments written for targets and progress.

The reason I mainly wanted to know where dd2 was is because I've had problems with the same school with my older dd- I was constantly told she was a good student who was doing well- when in fact she was struggling and getting less than 18/50 in tests with no change in ks2 levels for 2 years.

I would assume that 'good' meant 'at the expected level',

And excellent meant above that.

The expected level for end of Y4 is 3b.

I'd want to see the writing before levelling it, but that looks fine for her age.
