Appeal - using bullet points

I have spent the past week reading up on appeals and what to do etc but have read conflicting advice.

The council say to state all reasons in full yet a website I read said only put bullet points at the first appeal application so that you can wait and see what the council say before giving away all of your arguments "for".

Would it go against us if we did the first appeal letter with bullet points and then elaborate after or could this stop our appeal being heard?

No it would not go against you. The LA cannot refuse to hear your appeal regardless of how you set out your case.

To be honest I would set out your arguments as fully as you can at this stage, using headings for clarity. This would give the appeal panel the chance to read through your arguments once already and then as you present your case orally you are reiterating what has been said. Doing this does not stop you responding to points from the LEA that you might not have considered yet that come out at the hearing.

My top tip would be to number your paragraphs as you go. That way you can say "If you look at paragraph 8 you will see...". Will make it much easier when you're presenting your case if you need to refer to the written arguments.
