I have just sorted through the bag of Ds2's termly 'school work' that they bring home at the end of school.

In it I found

19 weekly spelling sheets - never given to me
2 awards for reading - that I had never seen and therefore never mentioned to him
1 letter expressing concern about the children's lateness - dated january 19th and regarding the previous term, thatI have never seen or beeni approached about, and furthermore, ds1 has autism, they both have asthma and the head KNOWS why we are late, sometimes I am waiting for the fog to clear so it's safe to take them outside, sometimes Ds1 just cannot organise himself and is passively resisting all my attampts to organise him.

Added to Ds1's teacher's miserable attitude to homework and the fact that this school year's IEP wasn't even printed until march, and I have Had It. It was a nice school, but I don't like the head's obsession with statistics, I don't like the complete lack of communication, Ds2 is unhappy there, and I just don't want to send them there any more.

There's a school within a mile that has level 2 on all the Ofsted scores, rave reviews from the parents and an SN unit. Would I be unreasonable to just bloody move them, am I over reacting?

I would move them. If both you and DS2 are unhappy now then it sounds like an alternative is needed.
Have you been to the other school to look round and get a feel for it? That might be your next step.

Have you visited the new school?
Visit, talk to teachers, talk to the SENCo; just be very careful it isn't jumping out of the frying pan into the fire. One change is no problem, but don't be like a friend of mine and move several times searching for the ideal school.

Visit the other school, but do be aware that all schools are obsessed concerned about absence and lateness, so do make sure that you discuss this with the new school before you commit. The head might know why you are late but still not fully condone it. They might also argue that you need to find a way of getting ds2 to school on time even when ds1's disability is preventing him getting there. Don't shoot me for that, I know it is unrealistic, but that's what they might say. If you are travelling further than the lateness might get worse, so make sure you discuss it with the new school.
