Can being the youngest affect their ability against peers?

I was just wondering children who are born in Summer often have an disadvantage to those born in autumn/winter.
I thought of it like this. When child born in September they are oldest and then a child born in following August the child in September has a whole year on the child in August, so when you think about it child sept could be walking by the time child August was born!
Do you think its fair that state schools allow children to start at the same time?
Also it can lead to misconceptions because sept child hits all targets and Aug child struggles.
Does the younger child ever catch then if they do, I think that august child has been "put up a year" if that makes sense.

What are your thoughts?

Wow thanks. I've just read it mixed views. I think alot has to be taken into account. Where sept baby is showing good signs Aug baby may also be too. Just makes you think !
