I know that's like asking how long is a piece of string, but what is an average yr2 child doing? Are there any government or teaching websites which outline stat levels?

Reading quite confidently from a reading scheme and possibly free reading.
Writing little stories.
Addition, subtraction, a few times tables.

By the end of Year 2 most children will be a level 2 (some brighter ones will be a three, a few will be level one or lower). The links below describe (in fairly general terms!) what is expected at level 2. I've put reading, writing and number as they are probably what you are most interested in, but you can easily find the other level descriptors for other areas/subjects on that website.

Hi Clare40

Oh I've so been there. Can I introduce you to Campaign for Real Education which has prepared an 'ideal world' curriculum summary by year for each subject.

You can find it here: www.cre.org.uk/primary_contents.html

Do bear in mind that this is probably working at a slightly higher standard than most OFSTED rated 'good' schools (at least based on my experience) - but it does give you a good idea of what should be covered in a perfect world and is written in plain English.
