At what point should you decide to complain to Ofsted?

My children's primary class has had a terrible year!
Oneteachers has been acting up as head and has barley been in the classroom. Numerous subs have passed through the doors and they even employed a new class teacher who left after a few weeks. The class has been taught by a nursery nurse for many weeks.
I know they are planning something similair next year. Surely the minimum a child can expect is a qualified teacher for 5 days a week.
The school are quite bullying in their approach and very reticent to talk to parents.
what do you think should be done?????

You could approach the board of Governors and ask them for their take on things. It is surely their responsibility?

Ask the school for a copy of its grievance procedure - only go to OFSTED when you have exhausted the earlier steps (typically SMT/head then Governors).
