Year 3 SAT result help

I went to open evening and spoke to my ds teacher re. SAT results (my ds son school did the optional year 3 sats)

Ds has gone up 1 sublevel in both maths and english this year.

I told her that I had been told we are supposed to aim for 2 levels per year - she said this is wrong and a misconception.
she said teachers use 'points' and that they go up two points a year and level wise 1 level.

this contradicts what I have read on many threads on here and also what ds teacher told me last year!! No wonder people get confused.
I am not worried about ds as he is spot on where he should be - and it is year 3 - so expected a plateau.
just wondered if what she said is correct?

It's fine to calculate progress in points, but they actually need to go up one and a half sublevels per year in KS2 (that's 3 APS points), to make average progress.

If an average child did what the teacher said, here's what would happen:

Y2 - 2b (15 points) (expected level of average Y2 child)
Y3 - 2a (17 points)
Y4 - 3c (19 points)
Y5 - 3b (21 points)
Y6 - 3a (23 points) - 2 sublevels and 4 points) off the expected level of 4b in Y6.

Of course, children rarely make neat little jumps of progress in neat pockets of time like this. But it's the least we are supposed to aim for to ensure a child makes average progress.

So:

Y2 - 2b (15 points)
Y3 - Between 2a and 3c (18 points)
Y4 - 3b (21 points)
Y5 - Between 3a and 4c (24 points)
Y6 - 4b (27 points)

If every teacher in KS2 relies on her sort of Maths, they will come unstuck somewhere. Not that I think parents ought to get hung up on points or sublevels, but teachers ought to not spout guff either.

Also, why is the Y3 teacher so reliant on optional SAT scores, as opposed to her own teacher assessment to measure progress?

Feenie - thanks - that makes so much more sense! when she was going on about points I was well confused!

Appendix 1, right at the bottom of this document attaches the correct APS points to sublevels.
