Am I wrong to be concerned?

My son attends preschool for 2.5 hours, 5 days a week. When I picked him up on Friday his joggers had quite a bit of mud on them, and a runny nose (he was fine before this-but not the main issue obviously) I asked him if he had been out playing today, he said yes, I asked who with, he said the child's name. He said it was only him and this other child. I asked him why was that? He told me the other child was throwing building blocks and so they were both out outside (a pretty cold day) the only 2 in the class. Ds said this boy has pushed him a few times ans he has pushed another boy too who is smaller. I assume the mum doesnt know. DS has referred to the boy doing the pushing/throwing as his best friend. I think he may have sen also which could be a thing. My son is awaiting asd assessment but is generally quite accurate in what he tells me and behaves well in school according to his last review with the pre school teacher. He is in the mainstream class for social modelling etc. And has been doing very well. I don't want him thinking this behaviour is jow 'best friends' should behave. I'm concerned as well as him being singled out and put outside on a cold day, when he should be getting taught in class with the rest of the children. How do I delicately mention this to the teacher considering the other child seems to be sen?
