Paying for non-funded governement hours?

Hello all, I'm new here.... please be gental :)

My DS is due to start nusery next month and we have contacted the Nursery regarding the fees and it's suprised us.

We have been told out of the 30 hours free funding (stretched over 52 weeks) they deduct 7.3 hours and ask us to pay for the non-funded hours of 3.7 hours (11 hours is a full day), with the included wraparound costs.
They state the full day needs to be covered, however I can't understand why the full hours cannot be government funded covered? I understand I would have to pay the wraparound fees which isn't a problem.

My question is, are they limited to only accepting 7.3 hours of government funding or can they take 10 hours a day?
My DS is going to Nursery 2 days a week, so 20 hours a week is within quota of the 1140 hours a year.

TIA

It will depend on the hours the nursery offers funded hours in during the day. Plus how many weeks they stretch the funding over, some will do it over 50 or 51 weeks of the year therefore giving 22 hours per week. However they may only offer funding, as an example between 9 & 3 (6 hours) a day therefore reducing the amount of hours that you would be able to claim funding for when your dc attends 2 days a week.
I would look carefully at their funding terms & conditions and see what they are before taking it any further with your LA.
