Pre school charges at nursery...

Hi all,
Bit of a query in regard to my little on who is turning 3 this month. He currently attends a private nursery two days a week so I've asked there about their pre school facilities and how this would work with his current 2 days. Their response was that the hours will be taken in one morning and one afternoon session (nursery is open from 7am to 6pm although LO is never there for that long a day!). Because of this I have to pay an increased pro rata fee for the remaining morning and afternoon sessions plus costs for snacks and lunch so a normal day is £39 but morning and afternoon sessions are £23 each plus £5 per day for snacks/lunch. So cost wise I'm only seeing a reduction of less than £30 and feels like LO won't be receiving his full entitlement of hours because he's never there for the full day (if that makes sense!).
Alternatively I've enrolled him to our local primary school but they only offer 5 morning / afternoon sessions which isn't practical when I'm in work! I don't have any family local and only wrap around service is from a local nursery we weren't keen on when we first started looking for nurseries.
Can anyone offer any tips or advice what they have done and also if the nursery practice re fees is normal?

Many pre-schools/nursery classes or nursery schools have child minders who drop off/pick up children for their 15 hrs. Not sure how that works out cost wise, our school also offers the hours over 2 1/2 days or 3 shorter days as well as the traditional mornings or afternoons.
