Pre schools and school nurseries? What is the difference?

I live in Hampshire, my Sil lives in Kent within the M25. We just have Pre schools and day nurseries here and I had never heard of school nurseries. Her dc went to a preschool and then a school nursery where there were only 2 members of staff for about 24 children. I thought this was odd but seems quite normal there. I was suprised by the ratio to be honest. So, what is the difference and how are they allowed so few staff?

Qualified teachers and Early Years Professionals (people who have degree level qualifications in Early Years education) can have ratio's of 1:13 for over 3's. Level 3 NVQ are only allowed 1:8. So it just depends on the qualifications of the staff.

There shouldn't be any real difference between a preschool and a school nursery, although the school nursery may go to assemblies and things like that with the rest of the school.
