Help! Nappy changes at nursery - warning: tmi, not for the sqeamish

My son, aged 2.9, is not yet potty trained. He started nursery in Sept, 2 afternoons a week; when he started the head teacher said that they are fine about changing him and it doesn't matter that he is still in nappies. So I equipped him with a nappy bag, change of clothes, wipes etc. On the 3 occasions that he has done a poo at school the standard of cleaning has been apalling. I usually change him as soon as we get home anyway, and each time his bottom was still covered in bits of poo and he stank. Once there was even a smear on the outside of his trousers, and no-one had bothered to put him in his spare set. He suffers from bad eczema so I've been really upset about this.
Does anyone have any suggestions as to the best way to address this - I would like to bring it up but am not sure whether I should write, arrange a meeting, mention it casually? Any suggestions would be gratefully received.

I would arrange a meeting with the head, and put all your concerns in a letter too.
By law, they ahve to respond to your written complaint.
It is unacceptable to leave your son in the state you describe, tantamount to neglect.
If it continues, then you can complain to OFSTED, and it will be investigated. By arranging the meeting and writing the letter, you are leavibg a paper trail that can be traced by OFSTED.
