I'm one of the unlucky ones who had it a second time. 16% chance according to my consultant.
I was "consultant led" which consisted of one appointment, before being discharged back to midwifery led care. I see their point though. Not really a lot they can do unless you show signs of developing it again. At booking I was advised to take 150mg of aspirin daily (already was) and if possible to regularly monitor my BP at home (monitor was ordered the next day). I was also put on the FTM appointment schedule, which has a few more appointments, for better monitoring.
In end, I developed pre-eclampsia at around the same gestation (34 weeks) as first time around. However, an admin screwup meant I wasn't seen about it until 36 weeks. I was admitted straight to hospital (same as before, but this time with a fully packed hospital bag in tow. Fool me once and all...).
After a few days stay, induction is started at 37+1. Gels got me to 2cm pretty much immediately, but owing to: beds, staffing, and the sheer number of women going into labour naturally that week, I didn't get onto delivery suite until 37+5. One ARM, induction drip, 11 and a bit hours of labour, and (eventually) an epidural later I'm only 5cm, and baby is starting to get distressed. The towel is thrown in and I have an emergency C-section. Turns out baby had tipped his head back (we already knew he was back to back) and was stuck. Sucked, but it was what it was. Pure bad luck.
