Induction for small baby

I had a repeat growth scan yesterday at 35 weeks which showed that my baby remains small but is growing normally. In the following appointment the obstetrician said that they had decided to induce me at 39 weeks as the baby was small, she then went off to book it and gave me a leaflet. No further explanation. This all took me by surprise as previously I'd been told that although the baby was small, as long as it was growing along its centile, they would let things go naturally. And before I knew it I was out of the door.
Has anyone else been induced (slightly) early for a small but normally growing baby?
The consultant I saw last time said that it was probably normal for me as I was a small baby, and I am still small now, so there was nothing to worry about.
What has changed?!

I was due to be induced at 38 weeks due to a small baby and pregnancy problems. I had it explained that very little growth happens in the last two weeks and the risks of placental insufficiency were higher than the risks to the baby.

As it happens the ECV set it all off so I didn't get induced In the end. But they were adamant about the baby being induced

It seems odd to me that your care has been decided for you without the risks/benefits being explained and without your consent being sought. Surely YOU get to decide if/when you are induced after weighing up their advice?!
