At how many weeks does 'Counting the Kicks' become a reliable sign that all is well?

And what about if you an anterior placenta so don't feel much of the action?

It's never a definite sign that all's well, but it's a good sign (if the distinction makes sense).

I have an AP and was told I should be able to start monitoring around 28wks (the same time I started last pregnancy with a non-AP).

Am 27wks now and there's definitely regular big movement: baby seems to suddenly be big enough to be noticeable just as much as when I didn't have an AP.

I think they say from 28 weeks, and it's more about recognising your baby's normal pattern of movements rather than a set number of kicks a day.
