Miss independence but struggling with her trousers

DD has been potty training for 3 weeks. She is 22 months. She is now doing really well getting herself to the potty for both wees and poos, but it seems that she either forgets or can't hold on long enough to push her trousers down so she just sits on the potty with them on.

She has shown a real independent streak with potty training and won't go at all if I put her on the potty. Sometimes she will say "yes" if I ask her if she needs to do a wee and then I can help her with her clothes, but quite often she will say "no" but then take herself to the potty when my attention is elsewhere.

I'm keeping her in jogging bottoms with no pants at the moment, and she is physically able to push them down, so I'm not sure what the issue is and what I can do to help, other than just reminding her to push her trousers down. Any suggestions?

Also, does anyone have a suggestion of how I can get her to sit and try for a wee even when she is not bursting? It's becoming an issue when we are out and about that she will resist sitting for a wee at times we happen to be near a potty.

I know it's a but cold but when you're at home, let her run round around without clothes at all
Or you could switch to a dress or pinafore?

If she can go without needing help she might make that next step.

Maybe suggest pull ups for when you are out of the house if she will wear them?

She is doing well and will possibly get it sooner on her terms...

Yes, she does really well with a thick jumper, knee high socks and a bare bum at home, but she needs something on her lower half for nursery.

She will need to make the leap to using a toilet when we are out of the house. She will do so if she really needs to go, so it's not that she is scared to do so, but it's the situation of not being bursting at the point that we leave the house, but needing a toilet 20 mins later that is proving a problem.
