Public toilets

Hi,
I just don't know what to do. From an early age DD has cried and tried to back away if we have needed to go to a public toilet (or in a pub/cafe/shop). I think this stems from her almost jumping out of her nappy and screaming blue murder when I had to change her nappy in a service station toilet and the hand drier came on (she must have been about 18m then).
We thought things were getting better (she is nearly 5 now), but she is still scared of toilets with hand driers or extractor fans.
We have just been out to a pub this evening for what was meant to be a nice meal and DD came out to the toilets with me and then froze, so we went back to the table. Then she starts jigging around, so I take her again and she started screaming NO NO NO, so we went back to the table. Now she has her hands between her legs and is shifting around, so I tried saying that I needed to go. She started to follow me and then just stood very still and screamed at the top of her voice over and over again.
At this point I gave up - mentioned the words travel potty to her and she calmed down. She needs to get used to toilets though, she can't go in a potty for the rest of her life.
We cut our meal short, went out for the potty and then drove home.
What people must have thought Sad
There I was standing with my arms outstretched in the disabled toilet doorway, trying to get DD just to stand a bit closer for a cuddle and she was screaming at me as if I was the worst person on earth.
It really upset me.
I have had the exact opposite problem with toilets all of my adult life (quite dependent on being close by) and I really don't want DD to grow up with a phobia.
Hope someone can help....
Thanks Smile
