Local elections, what's the difference?

As far as I can see there were local ward elections this year, and also next year too. I'm trying to find out what the difference is between them. Is it just for 2 councillors for the same ward?

Does it mean that people standing this year can stand next year?

Where I live, it changed about 3 years ago.
It sounds like you have the system that we used to have, when you were elected for 3 years, but about 1/3 of the Cllrs' terms of office 'expires' each year.
So Cllr A was elected in 2000 - so would be up for re-election in 2003
Cllr B was elected in 2001 - so up for re-election in 2004
Cllr C was elected in 2002 - so up for re-election in 2005

The idea being that every intake of potentially new Cllrs (obviously could be people returning, but there is also the potential they don't get voted in next time and new people are), join the Council where 2/3 of them have some experience and know what they are doing.

Makes a lot of sense really.
