We should do what is necessary to reduce offending. If that means making prison more pleasant we should do that.

I saw that article - the headline is rather misleading isn't it since whilst shorter sentences had a greater re-offending rate than longer sentences, non-custodial sentences had the lowest re-offending rate. Of course, that may be down to the offenders who are most likely to re-offend being given custodial sentences instead of non-custodial ones...

difficult impossible to know without seeing the research. (Assuming that they took factors like that into account)
