Problems with Catholic diocese and don't know where to turn

I am due to get married abroad (whilst it may not happen due to covid, we need to be prepared that it also might happen). Our Catholic parish processed the marriage papers and posted them to the diocese for the Bishop to process back in March. 10 weeks later and they have still not been processed or posted abroad by the priest within the diocese responsible for this. He promised my parish he would do it earlier in May but I have found out he didn't do it. I have contacted the Bishop himself and his PA responded to say there are other priorities too. I understand this but it's been 10 weeks. The priests abroad will now only have half that time to process the papers on their end and they work slow!!! I have contacted again today and they are not responding to me. I don't know where to turn as have emailed the Bishop and if that doesn't prompt a response I don't think there is anyone above I can go to?

When is your wedding? Can you ask them to give you an estimate of when they will process the papers?

My wedding is 13th July. But need to factor in posting etc. I was told it was being done on 13th May. Then I asked for confirmation a week later and was told it hasn't been looked at. I have asked for an estimate but they just kept saying it will get done but there are other people too waiting on their papers. Today I've received no response at all. I have asked for an appointment and offered to help - such as post the papers on their behalf but this was declined. I am paying £30.

Hmm. I'm not sure the bishop will be much help to be honest. It's really not his job to deal with that. Keep nagging the parish priest.
