Would you leave a note about a neighbour's distressed dog?

We have some new neighbours that have moved into the flat above us, we haven't spoken but they seem ok. They have a dog ( we have two) that gets very distressed when they go out. To be fair they are usually only gone for an hour or two, but it makes us sad to hear her howling and barking all that time. We have thought about putting a note through their door, offering sympathy ( one of our dogs has separation anxiety) and help but don't know how this would be recieved. Should we do nothing, do the note or contact the RSPCA?

Speak to them. If it only happens when they're out then they don't know it's happening! Why on earth would you call the RSPCA? They'd only be interested if it was abandoned for days, not fed, not watered etc.

Yes I’d let them know, they may have no idea?
A few years ago a neighbour, a few houses away, had two dogs that you didn’t even know lived there because they were quiet but when one of them died the other would bark continuously for several hours when left on their own.
After several weeks of this another neighbour let her gently know and she was horrified as she just had no idea. The poor thing was lonely on its own and was very grateful to be told about the dogs distress. She soon got another one!
