Dog nextdoor

We have a dog nextdoor is always at the the back of their house from morning to late afternoon till 6-7 o'clock. It is a big build dog and have lot of energy but they never took that dog out for a walk or exercise, literally never. We know that as we work from home and can see the dog always at the back roaming around with occasional barking. When we go out in our garden in the afternoon around 4.30 or 5pm the dog bark at us heavily over the fence as the fence is not high enough, probably around 4 feet or so. Sometimes they call the dog in, Sometimes don't. We have young children want to go out and enjoy the summer in the garden but a bit scared. I am not a dog expert but it looks a bit like XL bully. Can a dog like this be unsupervised at the back all the time. Neighbour doesn't seem to be bothered and we already mentioned that children are not comfortable to come out with the dog at the back. Should I report this dog and if it is a XL bully, can potentially be dangerous. Please suggest appropriate action.

No idea about breed, and I wouldn't like this.

Could you put in a bigger fence? Even if it isn't your responsibility on that side of the garden, a taller fence in front in front of the short one might be worth it in order to feel safe in your garden.

If it's an XL Bully - and it may not be - by law it must have an exemption certificate, be neutered, insured and be muzzled in a public place. It doesn't need to be muzzled in it's own garden, however. Whatever the breed, it sounds like it leads a lonely and boring life and both of these factors can cause a dog to bark. Personally, I would start speaking to it whenever you go outside, an upbeat "hello" is enough and you could also buy some dog treats and toss a couple over the fence each time you go outside. It'll quickly come to associate your presence with treats and a welcome break from the monotony of its life.
(It doesn't need to see you, it will recognise your scent.)

If it was growling and launching itself at the fence whenever you or the kids were outside, you would have a legitimate reason to notify the police. But barking isn't a police matter. I would take pity on it and see if you can befriend it (from behind the safety of your fence.)

Is it a pit bull? I'm sure someone will come along to confirm. I have no advice but I hate people who keep dogs shut up in gardens without interaction and plenty of exercise. It's a recipe for disaster and cruel

It looks xl bully type to me.
It's possible that they are not walking it because it hasn't been exempted. The deadlines for exemption have now passed and they would need to do it through the courts now.
Of course it could be that it's totally legal and they are just lazy

Could be an American Bully. Not being well cared for whatever breed it is. You should be able to use your garden.
Do you own or rent? If you rent could you ask the Landlord about the fence?
