Animal neglect & Cruelty

There is a dog in Chelmsford that has been left alone for several days. It is causing a riot on Nextdoor. Local people are going to the address feeding the dog through the letterbox and trying to give it water. This has been reported reported reported to the police the rspca and others but it would appear no one has the power to enter the property and find out what sort of state the dog is in. People have even said there may be someone in the house who is unwell and there may be! Still no one has gone to the address to check. The overall suspicion is that the owners have gone away and just left the dog locked in the house.
My point is even if they left it food and drink, surely it is cruel to leave the poor animal on its own for so long. We need to make sure the police, RSPCA and other relevant bodies have the power to make a forcible entry to the premises, when neglect and animal cruelty is reported them. So with this in mind if you agree, please sign and share the following link to make this possible. https://chng.it/LxkNXtsXbb
Thank you.

The RSPCA do have powers. They would attend the property, place a note on the door for someone to get in contact and if no response for 24 hours they can get a warrant to go into the property.

Someone who is directly involved ie seen the dog and knows that no one has entered needs to get back on to the RSPCA and make it clear that the dog has been abandoned and no one has gone in to the property in several days.

You could say the dog looked injured etc to get them to come out at a higher priority.

People have tried everything including phoning the police and saying what if there is someone in the premises who was unwell honestly nothing helped

If it is a council property the council can force entry if an animal is locked in alone for a number of days

The police and rspca can do a joint visit and police do have a power of entry - but it will be a lesser priority than immediate emergencies.

Ring the police - they WILL attend but maybe not as fast as you'd like - keep doing what you can to keep the dog alive in the meantime .

Also - if yku tell police there may be someone in need of medical attention inside they can break in using section 17 powers of entry to protect life and limb -

Tell them there might be someone inside - they'll up the priority level and get in sooner

( ri g 101 again - do the above and they will be out as a priority so much faster than a f you have just said there's a dog left inside )

This is something I know about . Work wise .

There is a senior dog in my street she is out 3 hours a week and left in the other 4 days the poor dog barks and whines . SPCA says as long as its got food and water they cant do nothing . the dog barks from 6pm on and of till 11.30pm and owners are in the home they just ignore it. also they go out and leave the dog for 3 .till 4 hours no interaction with it this dog is not a pet more like a guard dog
