Will RSPCA care about these owners and do something? Mistreated kitten

Hi all,
unfortunately this is going to be quite a sad post. I bought a kitten from a couple after their cat gave birth to a litter (there were 6 in total). I bought the last female one who was absolutely tiny, she weighed just 420grams. DH picked her up and when she arrived home I was honestly shocked at how tiny she was - she was even wobbling when she was walking. I've had kittens before and none of them were this tiny at 8 weeks. She got comfortable straight away and we were cuddling almost immediately after she arrived and explored the house, she is incredibly cute. That night I noticed lots of little black specks on her and she had quite matted fur that had an unpleasant smell so I gave her a quick bath in some fairy as I suspected fleas. When her coat was wet after I'd wrapped her up and sat infront of the heater I couldn't even count the amount of fleas on her. When her fur was wet she absolutely stank of cigarettes despite owner claiming its a smoke free home. They also said she'd been deflead but I didn't believe a word of it. Also just to add, Shes not been eating any food at all just drinking kitten milk constantly! I took her to the vets the next morning who said she's borderline anaemic, most likely not 8 weeks and even younger, and that she has a lot of fleas on her. They applied a flea treatment but only a mild one as she's still too young and small to receive any stronger. Will RSPCA respond if I report this couple? I've seen that they don't care if the animal has shelter and food. In this case poor kitty did have shelter and food but if I didn't take her I don't think she would've survived in that household..

Just to add, I'm brushing out her fur everyday to try and get the fleas out and checking her gums everyday and her mood and behaviour. When she first came she was quite lethargic but she's been perking up in the past few days. I will be taking her to the vets again for another checkup in a couple weeks. I've attached a photo for anyone who'd like to see her

RSPCA won't respond as the facts are, the mother has food and water, therefore not a problem.
RSPCA only care for cases they can make money from, either from publicity or fines.

Keep up the good work for your kitten, but until breeding pets is kept under license, the breeders will continue to not give a care.

I'm sorry to give you this bad news, but try to keep your bubble of focus.

My house is a haven for all random animals, who've been failed by the RSPCA. If the animal has food and water they have no interest.

Wildlife is failed even further
