What is the best dog breed for my buddy?

My buddy is a 22 year old woman living with her parents. They live in a small house with a small garden. They have never owned a dog before.

They are looking for a breed that can confront them in physical confrontations, robberies, home invasions etc.

Assuming you mean protect rather than confront them, you are asking for recommendations for a protection/guarding breed dog for a totally inexperienced owner with a small house and small garden??

Is that a bad idea? As long as you walk them and play with them regularly, they should be fine

they have been robbed before on the street for their phone
and somebody broke in their home and stole their jewels

I think generally the bark of a dog is the deterrent. For me, if someone breaks in even though they hear a dog barking then they are probably determined enough that nothing would be a deterrent.
We have a tiny lhasa apso, she is a pet but they were bred to protect the monasteries in Tibet and so she is very alert and guards our house barking at anybody or any bird or cat that crosses the boundary.
People who venture down our path will be met by ferocious barking, they have no idea that behind the door is a tiny dog (she doesn't yap she barks) who, if I invite you in, is really friendly.

I really don't think this is a good enough reason on its own to want to own a dog - they involve/deserve a massive commitment in terms of time, money and effort - they impose a lot of restrictions on your life and can be as real problem if they bark a lot to neighbours - personally - I think it's very naive to want a dog for the stated reason. Owning a dog is a lifestyle that means there are many different things to embrace, learn and get used to. It works be far cheaper to invest in a home security system, improve the physical security in their home, etc - why would they want a dog for this reason - are they mixing with violent and/or unpredictable people or living in an area of very high crime? It sounds like there are wider issues that need discussing. Those are my thoughts FWIW given what you have said. I'm a dog owner and knowing what's involved I don't go around recommending dog ownership to anyone.

I have a ex-racer greyhound and he’s the loveliest dog in the world, but he’s big and black (picture attached) and so to the untrained (usually middle class) eye looks scary enough to be a deterrent.

There are 8000 racing greyhounds every year who need revoking so I’d encourage everyone who wants a dog to consider them before adding another idiot Labrador or cockapoo etc puppy to the legion of unnecessary middle class dogs.

Greyhounds are lovely with humans but don’t meet any other dog breeds until they retire so are often a bit unbalanced when it comes to walkies.
