Effect and affect

Fellow pedants, while I will bow to no one in my knowledge of the correct use of the apostrophe, I am never quite sure how to use the effect and affect as verbs. Any simple guidance?

But is "effect" a proper verb or one of those made up ones? (Like "transition" - "we need to transition this", Eurggh.) Shouldn't it be "put this change into effect"?

Of course, "affect" can be a noun as well - it means something like emotional state.
