Hmmmm. Depends on your meaning, I think.

'Is A or B inevitable' means is either one of them inevitable, so you're asking whoever answers to choose one of the two to be inevitable.

'Are A or B inevitable' works if you mean that both of them could be, or one of them, or neither, iyswim. But the meaning is less clear.

IMHO.

The "or" makes it singular. If the or was an and it would be plural. So it's an IS.

Which side were you on?

Many thanks to all. I was on the 'is' side too.

(Oddly, the editor sees it the opposite way around from me so it's good to have opinions, especially in my favour...)

It is just about possible to have both at once (inclusive 'or') but 'is' still sounds OK:
'Is A, or B, or both A & B inevitable?' I don't intend to be that long winded about it though.
