What does "Please provide evidence of your understanding of the requirement for:" mean is it how or why or something else?

I think I am having a mental block

I just can't get my head around this I could answer both how & why but I feel they are asking me for something else

(Or is it just badly written?)

It means, to me, "Please show why X is needed" (Well, please prove you know X is needed).

Oh, or does it mean, explain what this requirement means?

Depends on context but I'd go for justification, evidence base etc

i.e. what is required, why is it required, what does having it do.

So the first one I have to do is inspection by OFSTED & I have answered
"It is a legal requirement in order to care for early years children.
It is to ensure minimum standards are maintained in both care and education.
It enables Insurance to be obtained."

& for a level 3 qual I put
"A level 3 qualification in childcare and education
Knowledge and understand of children
A legal requirement for providing education to early years children
It establishes a minimum standard of education for educators of early years children"

Am I on the right lines

I do think it's an odd way of asking
