There's no 'debate' about which is correct, surely? 'Fewer' is obviously correct in that context. So why don't they just say 'fewer'? Do they think it makes them sound like Guardian readers or something?

I guess 'up to 10 items' is clearer to everyone whereas fewer/less is less clear?

You'd sort of hope that people who write for a living - like those at the BBC for example - would realise that there is only "uncertainty" amongst people who don't know how to use English correctly.
