With regard to...
Regarding...

Is that correct?

Yes.
Regards are what you send someone on their birthday.

"As regards..." could also work. But yes, I'm with you in disliking "with regards to".

"In regards to" is worse.

Argh.
They're both terrible.

See also "the body was laying on the floor" - no it bloody wasn't.
It was LYING on the floor.

It was LYING on the floor.

I hate "was laying" and have also seen "was lay", "was laid" and - possibly the worst of all - "was led".

(I realise "was laid" and "was led" can be correct in different contexts, but not as conjunctions of "to lie".)

Emma Barnett, on 'Woman's Hour', says 'with regards to', 'in regards to'. Lots of other people do, too. It's vile.

I made the mistake of sending a hand-written letter to the local paper a few years ago. I said I was writing 'with regard to' whatever and the blighter who typed it up put 'regards'.😠

Best regards to all,

Upinaballoon

I'll give Harry a good mark for saying, a few moments ago, "with/in regard to this interview", and no regards.

I'm overlooking his pronouns.
