I suspect that it would be better written as:
It is likely that Mr Fonseka's goal is to have a prestigious career to actually mean much.

Although Pippit's version would work too. I just don't like it as much! Grin

It works if it is a quote from a piece by a journalist trying to be ironic, i.e. the writer is implying the goal itself will be wheeled out at every opportunity, and will live forever in notoriety. But I'm not sure of the nuances of the situation, and if this is part of a language exam piece, I think it's too vague for non-English students to appreciate.

Tortoise - the Education Nationale makes no overt distinction between British and American English and French people who learn English at school and don't travel extensively to Anglophone countries remain ignorant of the variations and nuances.
